The city of Chicago's
Department of Consumer Services launched a recall initiative in early 1999, calling
for city agencies to make recall information more available to the public.
Later that year,
the Chicago City Council unanimously passed Mayor Richard M. Daley's
second-hand dealers ordinance to protect Chicago children from dangerous products.
